The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are delivered from various governments. Considerable effort is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been deployed to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that European nations are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, certainly, endure.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from assuming that the current condition will not change more in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until circumstances change in its favour.

Current Realities

Realistically, there are no real preconditions for a armistice. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
